Effective professional development takes place within the school contexts and builds upon teachers' knowledge and experiences. For formative assessment implementation to be successful, it must be grounded in a system that supports adult learning (Birenbaum et al 2011, Earl and Katz 2006) and permits adults to inquire take risks and learn from experience. This diagram depicts the key elements necessary in a teacher professional learning system.

Teachers and leaders will learn on a parallel track, with teachers exploring new knowledge and skills to engage students in collaborative learning and leaders developing systems and strategies that support teacher inquiry, reflection, and practice.
